Town Manager – Town of Dillon, CO

The Town of Dillon, Colorado, is a mountain resort community and home-rule municipality located in Summit County, Colorado. The Town of Dillon is a full service community with a year-round residential and seasonal population of approximately 2,766. The many condominiums and motel rooms bring the peak population to about 5,200 people. Dillon's beautiful location in the heart of Summit County provides an unrivaled scenic backdrop for an abundance of summer activities. Its close proximity to the famous Summit County ski areas makes it a convenient spot for winter vacationers.

dillonDillon resides in the heart of world-class Colorado recreation, has a solid economic base, and excellent staff members. The Town is positioned west of the Denver metropolitan area along the I-70 corridor, allowing residents to access major-city amenities, yet is surrounded by major ski areas, lakes, and other outdoor attractions. The Town boasts a marina and immediate access to beautiful Lake Dillon. The Town also has a vibrant arts community and community theatre. A Colorado Mountain College campus resides in the community as well. The Town is seeking to replace a successful town manager who has taken a position as a city manager in another municipality.

The Town of Dillon operates under the Council/Manager form of government. The elected Town Council is primarily responsible for the creation of policies, goals and objectives, and the Town Manager manages the day-to-day operations of the organization as well as translates the Council’s vision and goals into budgetary priorities and operational objectives. The Town Manager is expected to be active and involved in local and regional associations and partnerships.

The Town Manager will lead a municipal organization of 41 FTE. Town departments include Finance, Marketing, Planning, Police, Public Works, Town Clerk, Marina, and Utilities. The Town’s 2012 operating budget is $9,344,391, including various capital projects. Reporting to the Town Council in a Council/Manager form of government, the Town Manager is the leader of the Town’s management team, and works closely with the Town Council in policy implementation as well as providing excellent Town services. The Town Manager must be accountable, responsive to issues, and able to provide leadership and direction to Town departments. The Town Council expects the Town Manager to keep the Council’s momentum, priorities, and vision intact, and help to build on the Council’s success. The anticipated appointment of the new Town Manager is in the spring, 2012.

Candidates should possess demonstrated management and leadership skills, excellent communication skills, high integrity, and the ability to promote and lead excellence in Town services. Economic development experience is a plus. A bachelor’s degree in a related area is required, with a master’s degree in business administration, finance, public administration, management, or a related field strongly preferred. Ideal candidates will have a minimum of seven years of progressively responsible public administration experience, including experience as a town, county, or city manager, assistant town or city manager, or municipal department head (service director). Comparable experience in the private sector may be considered by the Town Council. The 2012 salary is negotiable from $100,000 to $110,000, depending on qualifications (DOQ), plus an excellent benefit package. The Community

The City of Manitou Springs is seeking a Chief of Police to replace their retiring Chief. Manitou Springs is a picturesque mountain community known for its friendly residents and historic charm. Located at the foot of Pikes Peak, just a few miles west of Colorado Springs, it has grown from a small settlement dating back to the 1870s to a city of 5,100 residents. Best known for its historic preservation, healing mineral springs, cool mountain air, scenic landscapes, hiking trails, year-round activities and welcoming spirit, Manitou Springs thrives as a popular tourist destination.  In fact, tourism is the mainstay of the local economy.

Shops, art galleries, museums, and restaurants line the downtown main street and lodging ranges from historic bed and breakfasts to elegant hotels. 

The Organization

The Police Chief will lead a successful and motivated organization of 24 full time employees. Other City departments include Administration, Planning, Public Services, Finance, Fire, Water and Sewer, a Municipal Pool and the Library. The Manitou Springs Police Department is a community-oriented police agency that practices preventing crime as a top priority. The Police Department budget for FY2011 was $963,500.

Reporting to the City Administrator the Police Chief is a member of the City's management team, and works closely with the City Council, and other area government agencies, in policy implementation, as well as providing excellent city services.  The Police Chief must be accountable, responsive to issues, and able to provide leadership to the Police Department. The appointment of the new Police Chief is expected in March, 2012.

The Candidate

Candidates should possess demonstrated management and leadership skills, excellent communication skills, high integrity, and the ability to promote and lead excellence in public safety services.  In particular, candidates should be skilled at developing collaborative community partnerships, proactive problem solving, and able to recruit police personnel that are knowledgeable in community policing practices. Experience in developing and maintaining a positive departmental image in the community and through the media is critical. A bachelor's degree in a related area is required. A master's degree in a related field would be considered a plus. Candidates must have a minimum of 8 years experience, including 5 years of supervisory/leadership experience at the rank of lieutenant or higher. Colorado POST certification, or the ability to obtain Colorado certification, is also required.

The position has a competitive salary and excellent benefit package. The salary range is $69,000 to $73,500. Salary at appointment is DOQ.
